There is an early 80s cartoon halloween special with 2 kids named Small and Tender. Does anyone know

The animation in this cartoon is unlike any other I've ever seen. Every person is one solid color and very "cartoony" looking. The story is about a witch that turns her 3 little friends, Small, Tender and Kazooie(?) into what they want to be for Halloween. They go to a party, scare the local town folk and cause a stampeed in which the witch loses her magic wand and can't change the children back. A woman named Malicious finds the wand in her hair and starts using it.

Not to date myself too much, but I think it came out in the late 70's...

Either way, it's called "Witch's Night Out"
